| Maternity scheme: Centre, States pulled up | | Posted Friday, February 02, 2007 12:46:04 PM by Blog57 Team | | New Delhi: The Supreme Court on Thursday pulled up the Centre and the States for tardy implementation of the National Maternity Benefit Scheme (NMBS). The NMBS, a 100 per cent Centrally sponsored scheme, provides for financial assistance at the rate of Rs. 500 a birth for the first two live births to women who are 19 years or above belonging to Below Poverty Level families. A Bench of Justice Arijit Pasayat and Justice S.H. Kapadia, hearing an application from People's Union for Civil Liberties (PUCL), asked the Centre and the States to file their response in four weeks to the suggestions contained in the application. The petitioner brought to the notice of the court that the "NMBS benefits continue only on paper and lakhs of poor women in the rural areas have been denied the benefit. The State governments have implemented the scheme to a bare minimum level, and are left with huge unutilised funds, despite the fact that they receive dwindling outlays by the Government of India every successive year." The PUCL submitted that the Centre not only failed to effectively monitor the scheme but also contributed to the poor performance of the State governments through cumbersome procedures of sanctioning funds.... | |

Gill Walton, director of midwifery at the hospital in Barley Lane, Goodmayes, was responding to our story last week which revealed that up to five women give birth in the same bed every day at the hospital. Figures showed that on average 46 babies are born to one midwife each year at the hospital - two higher than the London average.Mrs Walton said: "In common with other maternity units in London we have very busy times and we do have a shortage of midwives.""However, we make sure that safe care in labour is a priority, so staff shortages affect other less critical parts of the service, such as parent craft classes." Before October 1, the legislation said that women could take a year off work but need only be paid for the first six months of that time. The new rules, however, extend the rights of women considerably. There are three main changes. Firstly, the extension of statutory maternity pay from 26 weeks to 39 weeks (nine months) - a 50% increase.
